Premature Ejaculation occurs in both intact and modified men and does not generally appear to have any connection whatsoever with phimosis or any condition of the penis. This is confirmed by PE's continued trouble with this. Typically Premature Ejaculation occurs in younger men who get over excited at the thought of having sex, but if the first poster, PE, had phimosis for 25 years then he must be near 40 (since it is not phimosis to have an unretractable foreskin in the preadolescent years), but that can happen as well. As for Jason, if you have not previously had a PE problem, you probably will not after a circumcision, as the body adjusts rather quickly to diminish glans sensitivity. The one exception to this would be if you are overexcited at the thought of circumcision and all its symbols. However, it won't be the physical response but the emotional one that causes this.
