Frenulum

i had my frenulum released(as the doctor describes it) on 3/4/05. the problem i have is continuous swelling. 8 days later every morning i notice more swelling and now the swelling has formed a bulging ring just at the base of the glans. is this normal? or is it because i have been hanging loose and not supporting it with underwear?
