I have never been able to orgasm, only ejaculate. It's very annoying. It's easy for people who have no problems climaxing to say that your doing it wrong or need to pratice more or whatever, but I think these people are naive.
I have done lots of research into the problem I have had. Two of the main ways of acheiving pleasure are

1) movement over the glans (ie forskin rolling forewards and backwards)
2) stretching of the ridged band (part of the foreskin) when the foreskin is pulled back flush with the shaft.

If your unable to do these things then you are not getting the full pleasure, whether you reach climax or not. Everyone's different and has different sensitivities in different places though.

I am having surgery soon to correct my problems (skin bridge/frenulum breve) and am confident I will be able to reach full pleasure after.

I hope this has been of help to you. I think if you get phimosis sorted you will have no problems.
