At 17 years my old mate, your reasons for considering a Circ are not good. Phimosis can succesfully be cured with stretching, but you have to work at it and regularly. A Circ is a one-off never to be undone operation, and should only really be done on medical grounds. Whilst it is a free world (mostly) The folks that have it done for cosmetic reasons are a little foolish. I strongly recommend you get stuck into a serious effort of stretching before you consider a Circ. On the vein issue - this is nothing at all to do with Phimosis - the Penis is naturally very vascular, and there is little that can be done about it - dont worry, its natural!
