If your skin is that tight that there is no movement whatsoever, there is likelihood that there are adhesions (other than the frenulum) connecting the foreskin to the glans in addition to the tight opening that you're experiencing. If you're beyond the stage of puberty, you do have a problem.

If the skin is as tight as you say, my primary response would be to consult your family doctor for proper diagnosis. Having a dysfunctional foreskin is the worst for you and understandably it should be your top priority to have it addressed. Pending the severity (nobody online can help you based on details alone) surgical intervention may or may not be necessary. Regardless, having been through this exact situation, I'm willing to promise that any solution you pursue will be less painful than living with a tight foreskin in the long run.

In my own situation, the foreskin was so tight that during erections it was 'squeezing' against the glans, causing obvious discomfort due to the disruption of circulation. I was circumcised on March 16 and I have nothing but good to say about the result. It is very comforting to say the least.

Thus, I'm not trying to spook you or encourage you to seek surgery. I am more encouraging you to pursue this with your family doctor because based on the description you are giving (no 'gliding' movement at all) you may very have a major problem. A female toy (e.g. a vibrator) is faint to nothing in comparison with proper stimulation of the male anatomy. Putting your faith in the medical system and seeking secondary advise early will broaden your choices and make way for a healthier future.
