I think I understand what you are describing, and it is not really frenulum breve, which would keep you from pulling the foreskin down past the attachment site even when flaccid. The situation you describe is a foreskin (of which the frenulum is a part) which is just a wee bit too narrow for your erect girth. It's like blowing up a balloon with a rubber band around it.

Growth through stretching, perhaps assisted by betamethasone, is the only sensible solution for such a nearly fully-mobile foreskin as yours.

Well, actually this probably would, but why hurt so much. You are actually inducing paraphimosis (which is nothing more than having a tight foreskin behind the glans during an erection). It's not a serious condition for anyone with at least hanf a brain, as for most men, the pain will take away the erection and even if it doesn't, you can squeeze the blood from the glans so as to pop the foreskin back over. You obviously have found that you can control the situation.

The better way to get the extra width of foreskin you need is through stretching exercises, which will cause the foreskin to grow in the directions pulled. You may need to expand the frenulum as well, so I would recommend the 'gunnysack' pulling - with a finger from each hand in opposites sides of the foreskin, pull wider and outward from the body. Keep it taut, but not painful and hold for at least a minutes, the longer the better. Do it several times a day. It may take as much as a few months (unlikely at your stage), but it carries none of the risks of surgery and will not create the scar tissue that surgery always creates. Masturbation using the mobility of the skin is also very useful in getting adequate growth - especially when you have a friend who will help you ;-p

Unless there is an infection, it always works when diligently practiced. Skin expansion techniques like these are used all over the world to provide extra skin for grafting surgeries. If such skin expansion did not work, then growing children and people gaining weight would explode out of their skin in a bloody mess. Skin does not grow by a pre-programmed allotment; rather, it responds to the stresses placed on it to allow for the accommodation of the contents and activities of the body. To prevent infection, of which by far the most common is yeast, do not allow irritants such as scents and harsh chemicals to contact the foreskin or glans and do not use soap or antibacterials on it. Thorough rinsing with clean water is the best way to clean it - it can be done even if you had a full phimosis, but with your retraction ability, just pull the skin back and either let the shower water run down it or swish it in the bath water (preferably before you have washed or shampooed the other parts. Let us know ho it comes along.
