No, normally an intact man's foreskin will naturally assume a position covering the glans. That is a significant part of what it is there for. It is very common, as with me, that an erection uses up available skin, causing the forskin to partially or totally retract, exposing the glans. Even if it doesn't, proper mobility means that it can without discomfort be pushed by hand or the rim of the vagina (or lips, whatever) back over the glans.
