Men's pleasure is usually more based on pressure (usually arould the glans and to a lesser extent the shaft) and sliding/rubbing. I am sure that the vibration would be stimulating - most everything is :-p We have a number of stories on this site of men who have successfully used stretching exercises to get their foreskin to grow wider and more mobile. They aren't too hard to find. You can start with simply peeling back frequently while not erect, for instance every time you pee. If it won't go back all the way, do as much as you can without pain and hold for a while. If the head pops through and won't readily pop back, gently squeeze it (you can touch it without rubbing and not have that sharp pain) so the blood runs out and you can pull the skin back over. Once it has grown a little that way, you are ready to do exercises of holding it open as far as you can without pain for several minutes at a time.

Also make sure you are not doing things to make it stay constricted. Mostly that is doing things that allow yeast infection. Don't use soap, deodorant, perfumes, etc. - just CLEAN WATER. You can use a bulb syringe to inject water under the foreskin to rinse out any debris. It won't be trapped - so long as you can pee there's enough of an opening. If you are diabetic, keep that sugar under control. Sugar can be exuded through the skin when the concentration is high in the body, and sugar is exactly what the yeast is looking for. If you are getting yeast infections, you can use topical antifungal creams - the very same ones that the girls use for the same purpose.
