It is surprising that you found out the correct word for the little bumps and overlooked that they are a normal and proper part of male anatomy. It would be more accurate to describe their lack as another loss that circumcised men have. I'm really not sure of any defined function - for me it has been enough to know that this is the way I am designed to be. I don't remember the details of your surgery status, but if your glans is exposed all or most of the time now, the papules should disappear before long. I'm not sure if keratinization covers them or they are chafed away, but they'll not be seen.
