Actually, they are not part of the anatomy. They are benign lesions.

They tend to reduce in size if you leave glans uncovered as much as possible.

There are surgical treatments that can burn them off if yo are really concerned, but the doc will usually just tell you they are normal and shrug it off.

Since they are really ugly and contain no additional nerves, it isn't a loss. it is a gain since your glans becomes more aestically pleasing when the papules shrink to almost invisible.

and 12% of those cut at brith develop papules. So circumcision doesn't remove anything which causes them.
