You mentioned that you've tried stretching for a while, but you didn't mention whether you were using Betamethazone Cream or ointment to facilitate your efforts.
Also, you said you had been unable to retract since the onset of puberty. Were you able to retract before this?
All of this is relevant. Definitely, the use of Betamethazone cream ius preferable before you consider amputating part of your body. That should be your last resort.
