The short answer to your question is probably NO. If your phimosis is as severe as you make it sound, your foreskin will probably never stretch to a 'normal' state. There will always be some degree of tightness to deal with. Retracting your foreskin is most important for hygiene and sexual pleasure. There are all kinds of infections and problems that can be associated with such a tight foreskin. What some may regard as amputation, in your case would be a liberation. Remember, your foreskin does not have normal functionality.
