Frenulum Breve / Phimosis / Both / Something else? who knows...

I'm 19 and came accross information about frenulum breve pretty much by chance, and from there saw a whole load of other related conditions, but I'm really not sure what to say I have.
I've never been able to fully retract the foreskin as far as it should go, and have always wondered why. I can get it most of the way down the glans, and recently feel that, while flacid, I could get it over the 'edge' (not sure of the name) quite easily, but paraphimosis sounds a little scary. Also on the times that I have got it this far, either the glans or foreskin seem to get quite dry, meaning the foreskin seems to stick more on the way down and is quite difficult to retract until it becomes slightly moist again.
When erect it seems to me that it its furthest point (without a bit of force) the frenulum isn't stretched all the way, and when I do put more force on it it possibly goes slightly white.
I'm not sure how close the frenulum is supposed to be attached to the meatus, but it appears to be almost right next to it for me. I't squite difficult to find a picture to show how it should be.

Another issue I've noticed is that at certain times, the glans around the frenulum seems slightly discolored, and it seems to notice more in the shower, and sometimes barely be there at-all. I just saw a post on here about BXO, just wondering if this could be it?
