Wrap the penis in kleenex, and it will insulate the head from the underwear and this make it feel more comfortable.You can also get some benzocaine lotion. Look for tooth ache medecine, extra strength in liquid form (20% benzocaine). Spread it over head (but not on piss slit). After a while, it will numb it down somewhat. But doesn't last forever.
