Well, any urologist or general surgeon ought to be able to do it. Check for someone who has done a number of them.

However, I wonder how you have come to this conclusion. The frenum will grow with diligent stretching exercises. My general approach to any sort of work on the body is to try less invasive and permanent things first. Have you even checked witha genral physician about whether it is really a problem or unfixable? I have seen many times here guys describing situations at\\taht are completely functional but they have gotten confused about what is 'supposed' to be the situation.
