It's not completely clear to me, but it sounds like you have a naturally short foreskin. Sometimes they grow much longer as your erection takes on adult size. That may be caused by growth hormones, but I suspect a lot of it is caused by the natural reaction of skin to stress. If your foreskin had been tight all along, I think it would have grown longer as the erections pulled it outward. Instead, when you got an erection, the foreskin opened up and allowed the glans (head) to emerge.

What you describe is quite normal, just one of the natural variations. My foreskin is somewhat shorter, too (no 'anteater' look), but I have coverage almost all the way when flaccid. You will be fine as you are, but you can also encourage your foreskin to grow out more. It does have several useful roles - keeping the glans moist and cleaner; it also has a role in vaginal intercourse - with the mobility you describe in masturbation, you will probably be fine with that, but a bit more might work somewhat better. The simple plan is to spend several times a day pulling the foreskin out from the body and holding it - taut, not painful. It will take a while, but you've got nothing to rush over. There are more efficient techniques you can find at the site for NORM - the National Organization of Restoring Men; that is a group of guys who were circumcised and want to restore their foreskins by making what they have left grow. The same techniques that work for growing cut foreskins will work on short foreskins, probably better even.
