I don't think anybody is going to (or is suggesting) stop cleaning just because of a circumcision. People who are cut have a better time cleaning it than those who are not cut. I speak from experience since I was never able to retract my foreskin and now I feel that my penis is at its cleanest state.
Uncut men who are able to retract all the way don't have a problem cleaning it so it doesn't matter to them since they can keep it clean. But that was not my case and I am happy to be able to fully clean it now.
