The point is not that it vibrates, but that it is the size and shape of a glans and has a smooth bullet-shaped end which the foreskin can be pulled over to gradually induce the stretching/skin growth. Actually as I think about it, the vibrating might help in stimulating blood flow and rewarding long exciting stretching sessions.
