To clarify more, I have phimosis and I have only retracted the foreskin of my penis for cleaning and masterbaition. In fact, I only semi-retract it, meaning the foreskin only goes down half way past the tip of my glans. My penis glan is still very sensitive, but maybe because I have not touched it for a while, since I am so aversed from past painful exposures. Is there an easier way to remove the smegma rather than touching the penis glan?

I don't agree that rinsing is not sufficient: in MOST cases smegma comes off quite easily, through the normal retraction for peeing, sexual activities (masturbation and foreplay), with rinsing sufficient for what might remain. You ought to be able to simply grasp it gently and pull it off, and I cannot imagine why you have not done so previously, unless it is not really smegma.
