Perhaps your expectations are wrong. Are you expecting the tip of the foreskin to end up at or past your balls?
Obviously a Dr that is acquainted with things is better qualified to evaluate than we who are reading here.
However I think it would be perfectly possible for some or all the guys worrying about having a frenoplasty or whatever- may actually be within the range of normal.
The foreskin's inner skin becomes revealed upon retraction and depending on forekin length will assume a bunching when moved behind the glans. I certainly wouldn't expect a good length frenulum to provide anything like retraction to the balls or having absolutely zero bunching.
Try a site like yahhoo groups foreskin retraction to see some pictures of what a forekin worn permanently retracted will look like.
There are differences in forskin length and differences in fren lengths. It is probably not "too short" unless there is a pronounced downward pull from it when erect and skinned back. (Thst's not "skinned"- just rolled back)!
