skin bunched up

Hey I got circed I think around 3 months ago, and above the incision is redder than the shaft. But my main question is is it normal to have like bunched up skin right below the head at the incision? If I pull the skin down from the head, it's more stretched, but once it's completely healed, will the bunched up skin straighten out?
