I don't know right off of any reason that it would be worse to tan the penis than it would be to tan any other part of the body. Of course, in general, a lot of sun is not great for the body. Of course, with the circumcision you are exposing a part of the body that did not evolve to handle sunlight, i.e. it is unlikely to have the melanin production that tends to protect areas meant to be external, and of course it is the melanin production which we recognize as a tan. Really all of your body should be protected by a strong sunscreen, but probably especially the darker areas of your penis. That, or you could just hold your glans in your hand all the time.
