The trouble is that the harder the penis gets, the tighter it gets pulled, and it hurts right where it attaches to the cleft. It clearly pulls the glans downwards if I roll the foreskin back while its flaccid.

You can get a good degree of stretch simply by pullling back on the skin and holding it there for several minutes at a time. Pull till you start to experience discomfort and hold it. Doing it at bathtime will help when the skin is warm and more pliable.

Steve, I agree with Paul that a trip to the doctor could be very dangerous to the health of your intact penis. Profit is quite often the motive in their decisions, and in order to maximize profits, they resort to surgery. Most guys with patience are able to resolve situations like yours without the need for cutting. Gentleness, persistance and patience will reward you.
