Interesting question. Point is, it's very uncommon. In the first event, absolutely any competent doctor who performs surgical procedures (in other words, does not need to be a specialist) can perform a release of the fraenulum, which would always be an "office" procedure (except of course, for children).

Beyond that, you may have secondary expectations of it, how it should look and such, which might indicate more complex procedures, more the province of a specialist in the field (which is to say, not just any urologist, but one who has a special interest in this particular matter).

The ultimate approach is to ask those who have had such a procedure. Now how do you find them? There's a question, because as I have said, they are rare.

In summary, you either just want it done, find a standard doctor, and ask him if he can do exactly what you request (after you explain to him what it actually is), or call your national association for urologists, and ask them for a name or names of surgeons with a particular interest in this part.
