On some boys the opening in the skin was very small and for otheers larger, it is only the difference of penises. To my experience it seems that if you masterbate yourself frequently, the smegma from inside the sheath works its way to the tip and leaves when you pee, so making the skin go back to wash isn't as necessary as it seems.

When you place the penis to enter the girl, the sheath pushes back if it can. When I married, my father explained again what I knew as a boy, but he reminded me it is very important after you make sex to bring forward the sheath immediately or often it becomes captured by the head. If the opening in the sheath doesn't permit that it uncovers the head and there is some pain then it is simple, you use a little oil for sex to help it slide in. Both my older brother and my best friend were unable to bring the sheath back. My older brother is 35 and has four children and my best friend has already a little boy and tells me he is working hard with his wife to make a sister for him.
It doesn't seem these things are difficult. If the movement of the sheath was so important, than it seems the almighty would make a muscle there to accomplish this action, no?
