Circd???

Hello, I have a question. See that picture? It's a bad drawing but anyways ... That red is representing a little flap of skin that is between erm ... what do you call it ... and the head. Am I circd? But I thought circd people have the foreskin FULLY removed ... or am I wrong? While erect that skin is totally gone and it looks like I don't have it.
