betamethasone application

I have been given a perscription of betamethasone to deal with my Phimosis issue. I assumed that I knew how to apply the cream, but after doing some research on this topic, its not quite so clear.

Should the cream but applied to the outside of the foreskin? Or on the inside of the foreskin where the phimotic ring exists? (I don't see how applying the cream to the outside of the skin would be effective)

Any help would be appreciated
