First, get yourself to relax. Your condition is not terminal, and at the age of only 15, you have lots of time to resolve it.

All you need do at the present is to stretch the opening. Pulling back the skin when flaccid is a good start. Do this several times a day, such as when you pee. Do it also during your private "playtime." Exercising your foreskin will get it into condition.

Also, read the entry by Greg. He has employed an ingenious readily available tool to wedge open the foreskin opening, thus making it stretch. This is a time proven method used by plastic surgeons worldwide, so you don't have to worry about forging new trails. Actually any device which will hold open the skin will work. Just be careful that nothing hurts or causes any pressure against the glans. Any questions, ask.
