Skin bridge apparantly attatched to frenulum

Ive recently noticed that there seems to be a piece of skin attatched to my frenulum which is preventing me from keeping my foreskin retracted.

I think it's a skin bridge, because there seems to be some sort of vein or blood vessel running along the base of my penis to the beginning of the skin attatched to the frenulum.

Also, the skin bridge is a different colour to the frenulum, which appears relaxed when I have retracted fully when erect.

Do you think it's a skin bridge attatched to my frenulum, or is it frenulum breve?
