Without seeing it, is's hard to say, but you may be describing a natural "line" which more of less divides the left from the right. It runs across the scrotum and up the penis, ending at the frenulum. It could be of a different shade of color from the shaft of the penis. In some guys, it may even be slightly crooked. This particular line would not hamper retraction.

Difficulty in retraction could be due to a short frenulum or a tight foreskin. In either case, you need to practice retraction more often. Each time you use the bathroom, pull the skin back as far as it will go. Do it also when you shower. With continued effort the skin will relax and become more flexible.
