No obvious reason it should "harden".

I am (we are, I suspect) somewhat unclear of what constitutes a problem here. Appearance does not because genitals - just look that way! I gather that your foreskin is doing something other than you expect, so let's go over it.

Your foreskin retracts when your penis is flaccid (limp) - no problem. It may or may not "spring forward" and cover the glans by itself. Both are normal, but it is probably more common for it to spring forward by itself.

When you get an erection, the foreskin may or may not retract by itself. It is probably more common that it would. But as long as you can get it to pull back easily, then there is no problem.

Finally, if it does not retract by itself but you can pull it back, then it may tend to slip forward, or it may stay back by itself, either "bunched up" behind the glans as I gather you are saying of yourself, or smoothed out over the shaft.

So, which of these is yours actually? Given that you say it is not painful to pull back, I must say as Jim has, that the obvious approach is to be very persistent in pulling it back with due firmness, at every opportunity, notably when peeing, when masturbating or simply "fiddling" such as with a morning erection.
