I can't figure "under" here. If it is behind the corona, so that all the glans is exposed, then it is still retracted. If it is over the glans, then I daresay it is not retracted.
But anyway, I think you just need to keep pulling it back and stretching it as far back as possible, as part of your "routine" exercises.
