I just wanted to make sure that I am not doing any harm to my foreskin skin by applying the betamethasone over the 1 week period advised by the pharmacist
You'd do it a lot more harm if you get it cut up! It is quite unlikely to come to any harm - the "harm" that is of concern is to become excessively thin and papery - most unlikely over the period in question. But I am anxious just in case, that you apply it only to the skin that is tight, and do not get it on your glans.
the maximum diameter of the foreskin right now is about an inch max,
OK, I've measured - the standard 35 mm film canister is 30 mm or 1¼" outside. If it is not quite right yet, then do indeed use something smaller - but the canister for "APS" or Kodak "Advantix®" film is smaller (but flatter) and may just suit.
while the diameter of the canister I have is about twice that.
Like Jim, I suspect you are exaggerating, or use a somewhat uncommon film! But I do go with his advice.
I do occasionally wear a bottle cap inside the foreskin, ... but have to remove ... to Pee.
Cut the end out using a craft knife - carefully!
Fissures are also seen in the land after earthquakes, if you need a more graphic explanation.
A jazzy, medical term for a crack in the surface!
