What's to explain? Women have variations too. Do you expect explanations from the them?
Now, about your situation. It is normal, but not as common as those who can retract all the time. It's your call. If you enjoy your present status, leave it alone. If not, try stretching in order to enlarge the opening enough to allow retraction when hard. Read some of the other threads on this page and you'll get an idea of how it's done. Using a devise to hold open the skin all day long will speed up the process. What you use will depend upon how much space there is in there now. Just be careful not to use anything breakable or sharp. Check that there is no pressure put upon any particular part, especially the glans (head). Keep it clean. It's pretty simple, that any five year old could succeed at, so don't complicate it. Any questions?
