I had a partial circ, but I can't say I was red and sore at that stage. It could be that you just need to leave it alone for a week or so, just so that it can finish the healing process?
Masturbation with a foreskin that won't retract, is odd. However, one of the benefits of having a foreskin (regardless of how tight and uncomfortable it can be) is that it retains the natural lubrication that's excreted. With a properly functioning foreskin (coupled with the natrual lubrication of a woman) it generally provides enough lube in that area for sex. Have you tried using a lubricant? That might make things a bit better.
