There's a few option available that might help relieve this problem. Have you checked the site that hosts this forum? http://www.male-initiation.net/welcome.html. It covers pretty much all ways in which to resolve this and similar conditions.
Of course the main options: circumcision, partial circ (what I got), dorsal slit (maybe). You could try stretching but it does not work for everyone. Also, I'm not sure if elongating the foreskin would provide the desire results.
However, if you check the site above, you'll get an objective view and can read actual accounts from people that have done all the suggestion I have given above.
