What happened to all the Creams? I'm still tight!

Hi, first of all i;d like to say to everyone that contributes to this site, a big THANKYOU!I'm a student at uni and after having my first encounter i was left thinking by what she said!
My problem spans ever since i can remember. As a child i had tight foreskin whilst flaccid, however, this soon disapperared and now i'm left with tight sking when i have an erection. I can only pull back the foreskin partially, about half way, to reveal the head of the penis ever so slightly. Is this still Phimosis or just normal it still feels tight!
I haven't been to see my GP and i'm to afraid to have a circumcision. What are my options? I have heard about Bethamethasone Creams, does this leave permanent results or just temporary? Also can any GP prescribe this cream! Please can anyone help.
