I think that it is still very much "infantile" having never been stimulated directly due to your phimosis.
Also, if you let your skin dry off completely prior to starting to masturbate, you may find it feels very different.

Do you still masturbate by moving skin up/down , or do you rub it ? It may be too early for you to run it directly. When partly cut, you retain much of the uncut sensitivity so it takes longer to get used to the new more efficient configuration. Also, it may also simply be due to the fact that you can now retract and expose the head.
Leaving skin retrated for a few hours a day will make it adapt quicker, and then you leave it forwards and be very happy with it.
