Look mates, you're straining at a gnat here, it's not that complicated, however, you're describing two different situations that need to be approached in different ways.
If the maximum size of the opening on your foreskin is on;y 7 or 8 mm (1/2 inch) then you're certainly not going to be able to insert a bloody film canister with an inside diameter of 3 cm into it without being put in hospital for unspeakable damage to your willy. The use of something like a 35 mm film canister was suggested for those who are able to retract but are still experience discomfort when doing so.
The natural tendancy of your foreskin tip is to stretch open as it's pulled back, but conversely it returns to its former smaller size when it's allowed to go forward. Thus, the use of an artificial appliance of some sort, worn under the foreskin, that will allow the foreskin to go forward but yet hold the foreskin tip open, helps to keep it in a stretch so it will loosen up to solve the last problem of discomfort - if it still exists.
What ever you choose to do this will have to be modified to some extent to accomodate your willy. A 35 mm film canister has been suggested here because it is a common item, generally the right size and available world wide, that everone has access to.
As Jim indicated, the first thing you have to do is cut the closed end off so that it becomes a tube. Take exquisite care to sand and file all the edges absolutely smooth cos that's what's going next to your precious bits. Now, BEFORE YOU START CUTTING, take a look at your knob or find a picture of one and notice that from the side it is shaped like the helmet worn by the fire brigade. From the rim on the top, the back edge slopes downward and forward, so that it isn't very deep on the bottom side at the tip. This is where your frenulum joins the cleft "V" in your knob, so make your cut on the bias to make sure the cannister isn't attacking your frenulum when you wear it. Believe me, you'll know it if it is. The idea here is to achieve results with something that can be worn comfortably. If it turns into a Chinese torture device, you won't use it.
NOW, that's it mate, easy peasy, not rocket science at all
If your opening at the tip of your foreskin is very small, i.e. 5 mm or more, then my best advice is to see your GP, tell him you want a prescription for Betamethazone Ointment or cream and pick it up at your chemist's and get cracking. The ointment or cream is only an "aide," though, the keyword in this is stretching, the tip of your foreskin isn't going to open up on its own if you're tight. You can do the stretching with your hands OR, if you want to speed things up, pop around to your hobby shoppe and buy a dowel in the diameter that is just a bit bigger than the relaxed opening on your foreskin. As the relaxed opening gets bigger - or as you can retract and open it more, increase the size of the dowel you're inserting.
