Do you know what Tinkertoys are? It is simply a length of wood which is cylindrical. Dowels are available in many sizes from about 1/8" to 1/2" in diameter or more. The length is usually about 3-4', from which you could cut the length you need. Any good lumber supply store or even a good hardware store has them.
The end should be rounded off to prevent gouging the skin. This can be done with a coarse grade of sandpaper, finishing with a finer grade to get it smooth.
The dowel of the proper diameter can easily be inserted into the tight foreskin opening to be left all day long.
