As you describe it being on the underneath of the penis, just behind the meatus (pee hole), I doubt it.
That (position) being the case, it does not matter anyway, as persistent stretching will fix an adhesion/ skin bridge one way or the other anyway (i.e., either it stretches, or it pulls loose).
So, just proceed with the stretching as Jake Booth suggests. A few points about the situation:
- Stretch as often as possible for as long as practical.
- It may be a little uncomfortable to do this, because the fraenulum is somewhat thinner skin than the foreskin proper. And stretching the foreskin is part of the treatment, as the looser it is, the less it pulls on whatever fraenulum you have!
- If it should break while you are stretching it, no great harm - hold a clean tissue firmly against it for ten minutes and the bleeding will stop. Basically standard first aid. But this would be little worse than having it surgically divided (and a lot cheaper! ;-), which is after all, the alternative.
- You are certainly correct that pain during intercourse would, since you can masturbate painlessly, indicate that there is a lack of lubrication. Whilst not universal - some may tolerate it better than others, this is a good indication that this is uncomfortable for the girl and she will be most unhappy if it continues for too long anyway!
- If it should break during intercourse (and you might well not notice it until afterward), this is neither worse nor different than a girl bleeding from having her hymen torn (thought the use of tampons makes this somewhat rarer nowadays).
- I don't think an "adversarial" approach is appropriate to having intercourse. That is to say, it is not a matter of "proving" yourself by ensuring the whole "performance" goes without a hitch. Unless perhaps you find a girl who expects this, and that would indeed be a worry. Rather, I suggest that if you have a concern, it be shared with her, and in the process, whatever concerns she has (not unlikely), be given every bit as much attention as well. I therefore don't see why something happening, such as discomfort or tearing, should be any more traumatic than at any other time.
- There is some mention on this and other boards, of a torn fraenulum tearing a second or third time. This seems to provoke considerable anxiety (or perhaps, the stories are told to evoke some perverse sympathy by causing considerable anxiety), and the spectre of "infection" (fairly rare, as it happens, or circumcisions would not be performed at all!) is also raised. Suffice it to say that just as the matter of the torn hymen, yes, it may happen more than once, and persisting with the activity that caused it (difficult not to, eh?) may slow the healing process, but it will heal in due course, remembering that this area of the body is as it were, designed to take a bit of damage (as any woman who has had children, knows quite well)!
- Your description indicates some general tightness of the foreskin. I do advise you to note the other posts regarding the use of a stretching device and consider this if the simpler measures seem to be a bit slow. It sounds as if the plastic film canister we often suggest (mainly because it is nicely made, thus hygienic, and dirt cheap too!) might just be right for you at this point. If you indeed have fraenulum breve, it will press specifically on that area (might be uncomfortable, but should be tolerable) and may need a spot of tape on the underside of the foreskin to hold it in place because of that tightness, but this should be quite effective.
All in all, just do the stretching and let us know how you go!
