When you apply a cream (medical, intended for 'topical' application), it is absorbed and either acts therapeutically upon the tissue it has been applied to, or it enters the bloodstream and is dispersed. So there's no danger that it will remain and make the foreskin go rotten.

However, the bit you want to stretch is the band of skin about a quarter of an inch wide which is on the outside of the foreskin next to the boundary between inside and outside (see www.foreskin.org/3zones-c.htm), so there's no need for you to put the steroid cream behind your foreskin.

Incidentally, I was prescribed steroid cream by my doctor to treat a mild fungal condition of the glans. He wrote a prescription for Daktacort, which contains a fungicide to get rid of the fungus and a steroid to heal the damage it caused. This is applied behind the foreskin, and almost immediately vanishes. So no need to worry.
