Steven, this approach--removing the skin that is too narrow at the end of your penis--would put a definite end to the condition that's troubling you, in short order. If you want to do it, and decide yourself to have it done, you're never likely to regret it. I'm not urging you either to do it, or not to; what you do with your penis is YOUR AFFAIR alone, not mine nor anyone else's. But what you propose is a reasonable approach.
Another approach that should end the problem [although it would not remove what you consider to be too much skin] is dorsal slit, which Spyros has written about on this forum a number of times. The slit need not be overly long, just long enough to free the narrow skin so it is easily retracted. Another point is that no tissue [with its complement of nerve endings] its removed. If you consider the look of an unshorn penis important, d.s. need not change this greatly; if short, it is likely to be scarcely noticeable. But totally manageable & comfortable. Of course, it's your body, your penis, and your life. Good luck!
