Phimosis?

I am a 21 year old male. I have had not sexual intercourse so far.
The glans of my penis is hypersensitive and only recently did I realise that this was abnormal. I cannot even touch the glans. During masturbation I do not retract the foreskin and have often wondered how people in movies could bear the sensitivity of a retracted foreskin intercourse.
Another issue is that I am not sure whether I have phimosis. Essentially while I can retract my penis in the flaccid state it is nearly impossible in the erect stage.

I do not know whether circumcision is a solution to either of the problems.. I am particularly worried about the sensitivity.

Thanks for the read. If you could post a solution, partcularly one which I can implement myself without going to a doctor, it would be of great help.
