Unfortunately nobody here is qualified or able to diagnos what exactly is causing your problem. A visit to the doctor would enable him to examine you and check that there is not some other problem that is preventing retraction. He might refer you to a specialist that could talk you through possible treatments. Basically though, you may only have a few options - circumcision, partial-circumcision, dorsal slit, and stretching (which works for some and not for others). The reason why the head is so sensitive would be because it most likely never sees the light of day, at least for any significant period of time as to acclimate it to touch. Those who have a fully functioning (read: retracting) foreskin do not generally have a hyper-sensitive gland because the head of the penis has been in contact with stuff and has become more tolerant of friction etc. If, for example, you were to be circumcised the hyper-sensitve state would decrease after a couple of weeks and enable you to have a more *ahem* pleasurable contact with the head.Hope this helps.
