Certain pieces of information that are crucial:
- Age:
27
- You are not under 18, so have undoubtedly been masturbating and ejaculating for many years, and quite regularly. Therefore this is certainly not a developmental problem.
- Experience of sex: One partner. If she(?) has never had another either, and no problems, it logically follows you have extremely low risk of a sexually transmitted infection.
- Nothing else happened about the same time this started
- Discharge from penis:
no discharge at all.
- Pee as fast as ever, cum doesn't shoot as far.
- Urine test for infection performed, result negative
Did this include a Chlamydia PCR?
- Examined scrotum, testicles, prostate, hernia, found nothing.
- Did not suggest seeing a neurologist. Feels that matter is probably psychosomatic.

Presuming you have never stuck anything in there, and if you or you partner have ever had other partners, you need to have a Chlamydia PCR test, usually taken from a urine specimen (requires the very first bit that you pee after at least six hours holding on). If that is/ was negative, you have to forget about infection,

If the right testicle is not tender, and an ultrasound of testicle (and preferably, groin as well) is normal, then I think you would have to either forget it, or see a neurologist.
It sounds as if the urologist did examine you adequately and there probably is some problem with the nerve(s) in this area (strictly, the "genito-femoral" nerve) being "touchy" (referred to as a "neuralgia"). Such things are a little difficult to treat with drugs as various ones might have to be tried, and would only work as long as you kept taking them and they do have side effects. You may or not think it worth the trouble to take them under those conditions - your call.
