Both of these are totally dependent on the pressure of the erection in the penis. A degree of erection is to say the least, useful in ejecting the last of your urine, and if you do not have a full erection, you cannot "shoot" the semen, since this happens as a result of the muscle contractions around the base of the penis suddenly increasing the pressure inside the penile shaft such as to squeeze out the contents of the urethra (like toothpaste) - the urethra has no muscle of itself.
And speaking of toothpaste, semen is rather thick (it has a "gel" or "clotting" mechanism) so some tends to stick inside the penis, how much depending on how effectively it is pumped out by the above mechanism, and leak out as it un-clots.
So if anything, it seems to me that for whatever reason, you are noticing that your erections are not as firm as before. Of course, since erections are suppressed or limited by anxiety, the more you notice it, the more it is likely to happen.

I think you have to give the urologist credit for deciding that there is no likely obstruction (and that on the basis for one, of my previous enquiry that you can pee a good stream). It does sound as if there is some problem with sensation - which tends to indicate some curious nerve problem, which is probably not major (dangerous).

"Fixing" by medication or surgery is most unlikely to be an option as your problem would appear to be less than the potential problems of side effects of either.

This is referred to as "urethral syndrome", (old name: "Non-specific Urethritis") indicative of Chlamydia Trachomatis or Ureaplasma Urealyticum infection (both sexually transmitted), so you probably should have/ have had a test for these two since you have ever been sexually active.
But it is also a consequence of other less significant causes, notably trauma from perhaps over-vigorous masturbation pressing on the urethra or perhaps what you mention below.

Damage to the nerves of the penis and inside leg (the genito-femoral nerve) is a very well-documented risk of bicycle riding. This may be the critical clue!

Presumably you are circumcised. Use a common moisturiser (such as Sorbolene and Glycerine) from the pharmacist/ drugstore on a regular basis.
