The amount of time that the head takes to become less hyper-sensitive depends on how long it is exposed for. May take a week, may take a couple of months. Whatever, it'll take time if it's never seen the light of day.

The ripping of the frenulum is not altogether rare. However, the severity of the tearing and subsequent consequences are different depending on how tight it is. Most men that tear their frenulum heal up pretty quick (and then maybe go one to have another few rips), but there are many instances where in hospital treatment is neccessary to deal with the aftermath.
Whatever you do, don't cut it yourself (if you might be thinking of that). If you're going to cut it, get it done by a doctor - it only takes 5 minutes.
