You frenulum is a bit short. Through regular retraction to the maximum point, you can cause it to lengthen. Hold the stretch for several minutes while in the retracted position, and do it several times a day. If you can get some privacy while peeing, this is a great opportunity for stretching.

The principle of skin expansion is a natural law of nature, one your body has already employed during your growth, and even now as your body changes in conformation, such as gaining weight. The key to using the principle to make it work for you is doing the exercises. It won't work if you do nothing. Take a proactive stance and go for it. A good friend of mine had your same situation and within a period of about two months found a great deal of change in the mobility of his foreskin simply by taking my advice. Any questions?
