If you don't want to go to a doc, for whatever reason, you can start stretching your foreskin by yourself. Read the previous posts on this forum and find how. This will include you start to masturbate regurlarly too.
If you do the stretching exercises daily I'm sure in few months your foreskin will retract normally. You have to believe in it.
